Hotfix: Updated bootstrap emitter to try to re-check message for level before emitting again. Needs to be addressed in Message::Content API, but reflection is an adequate work around for now.

Fixed issue with NamedType where const conversion operator wasn't actually const, added numeric_limits proxy for named type to the underlying type, removed try_to_lock from locks where it wasn't appropriate.

Refactor policy to provide a predicate based method. May be best to move levels and emitter into Configuration and reduce policy to a pure matcher. Added a visitor pattern for examining all loggers in a configuration
