Fix decoding the task id (again) so that it will work either on grid or locally. Issue #170.

Fix grid array limit updates to work off grid as well (issue #170)

Don't submit more than gridEngineArrayMaxJobs tasks in a single job, and don't submit a job with taskid more than gridEngineArrayMaxJobs-1.

Add comment about why an assert triggers.

Add test for negative lengths.
