Overviewer-Info-Plugin

Some restructuring, organizing, added a readme because it's proper, tried to be nice and expose this to the public because people seem to like it. Does anyone even read these commits? I should probably be doing PRs and squash merges, but... all that branching and merging just seems like so much effort, when instead I can just leave snarkey commit messages.
