Added tests, adjusted warning message, and fixed the line in PyrexTypes.

Merge branch 'master' of https://github.com/cython/cython

Now has a legitimate warning message.

Fixed one error which made it break the test suite. Now it doesn't break, but still needs more test cases to see if the functionality works on all inputs.

Added reference tracking to template arguments. Not fully tested, complete solution to ticket #838.
