Unpacking and packing of comet designations between years 0 and 1000 (i.e., one, two, and three-digit years) now works. Asteroid designations before 1800 are considered erroneous.

'add_off' now has a command-line option to add a timing offset. Used to investigate a case where the ephems for a spacecraft were possibly off. (They weren't, but the capability may prove useful in the future.)
