fix: switch to llama-3.3-70b-versatile, auto-retry on rate limits, working!

fix: don't cache failed folders so re-runs actually retry them

fix: optimize for small-medium projects, reduce batch size and increase delay

perf: batch 4 folders per cycle to reduce API calls on large projects
