SpringyFly: Use single call to A_StartSound() for looping audio.

- Windows now always pick the maximum floor height from a neighboring park room to prevent windows from sometimes being lower than blobs in the park.

- Added new code and certain utilities for assessing park height info... currently disabled.

- Fixed issue with cell info distribution to seeds in park only being 1-dimensional.

- Fixed texture assignments and alignments in some fabs.
