Documenting new calibration confidence feature

Auto recalibrate less easily once we're confident in what we've got so far

Make it so that first calibration can happen quickly. Now we can check if GamepadMotionHelpers thinks the current controller is being held steady (GetAutoCalibrationIsSteady) and how confident it is in this calibration (GetAutoCalibrationConfidence). "Confidence" is a simple 0-1 value. 0 means no automatic calibration has happened. 1 means it has spent sufficient time calibrating to be reasonably confident in its calibration. StillnessConfidenceRate lets you control how quickly Confidence climbs.
