Updating the libtorrent files from the default 1.2.9 to 1.2.12 by enabling the libtorrent channel. #20. Also changed the main docker base back to Ubuntu to support more maintained packages.

Pushing in two commits. One turns off proxy which was not intended to be on by default, and the second one fixes an error reported by #18.
