docker-navtech

Set replicas to be one for each service.

Setup using an overlay network. Navtech is beging patched to support hostnames instead of IPs.

Setup macvlan for machines. Overlay doesn't support static IPs yet.

Copy over entryfile for navtech.

Get navcoin Dockerfile into a runnable state.
