Script for Project Euler #36. Not quite up to spec yet, as Rakudo

Working script for Project Euler #38.

Eliminate the NumberLength function, as it was just two branches of code totaling three lines, and it was easy to know what branch was going to be called ahead of time.

Optimize by realizing that the number of letters from 100N to 100N+99 is the number of letters from 1 to 99 plus 100 times the number of letters in N and the number of letters in "hundred". Then take advantage of the fact NumberLength only has to handle numbers from 1 to 99, inclusive, to optimize that routine.
