add the extracted weak map_id transitions from a bit ago

fix route 4 / mt moon ordering, allow 'legal backtracking' for reseting to the same level already reached, not only lower progress levels. this could be a bit more leaky, but will allow resets to vermillion without run splitting.

fix mt moon 1f map_id name

-1 is not a valid u8!

heuristics have gone absolutely crazy, results have improved so far, i really hope this works because this we are doing really sketchy business
