newer versions of vs2017 only build properly when target is 19041 else it also does the same reference runtime garbage from 1b0e2376721996e82336c0e6c4ef1865762b2871 Since this likely only works on updated PCs with updated store purchase app, I guess it is safer to assume people will be using newer versions of VS2017 (or later) to build this.
