Bug fix in eval training + added test for multi device, multi task curves.

Generally push parametric tasks to be more usable.

Introduce TruncatedStep -- an abstraction around the inner-loop to allow GradientEstimator to compute gradients of systems other than learned optimizers.

Add truncated ES and truncated PES to the no dependency learned optimizer notebook.
