Don't bother to explicitly set [`publishingServerId`](https://central.sonatype.org/publish/publish-portal-maven/#publishingserverid) to its default value.

Bump org.apache.maven.plugins:maven-javadoc-plugin from 3.11.2 to 3.11.3 in the dependencies group

Remove `<groupId>org.apache.maven.plugins</groupId>`.

Migrate to `central-publishing-maven-plugin` and off `oss-parent`.

Bump com.google.errorprone:error_prone_annotations from 2.40.0 to 2.41.0 in the dependencies group
