Fixed missing return statement in `Mercurial.controls_location()`, it

Reverting `VersionControl.controls_location()` to pre PR state. Its an optimization that belongs in another PR.

Fixed LF getting converted to CRLF in last commit.

Removed `get_repo_root_dir()`, this functionality is now included in `Git.get_subdirectory()` and `Mercurial.get_subdirectory()`.

Fixed lint error in news.
