doc: typos

fix: removed use of Uniform from rand_dist due to an underlying rand crate bug causing issues with some parameter combinations in uniform distributions (that was annoying to figure out!)

fix: pps limit now causes aggregate delay similar to blocking

refactor: the queue is now split into three files with clearer names, and the aggregate delay functions have their own file

compute max observed packets-per-second during trace parsing (only used if no pps is provided to sum) using a 100ms window instead of a 1s window, resulting in a more generous pps value from parsed traces
