Merge pull request #2215 from jasonbahl/bug/#2214-wp-browser-update-breaks-tests

- update schema linter workflow to use php 8.0

This removes the need for activating the bootstrap.php file as if it were a plugin. The "bootstrapped" functionality has been moved to the test suites that needed said functionality.
