feat: Implement multi-label issue classification system

Refactor AWS configuration and update README for clarity; remove custom Bedrock LLM class in favor of DSPy's LiteLLM integration; add test script for Bedrock integration.

Initial commit: GitHub issue triage system with DSPy and Amazon Bedrock
