Updated code to be able to get the forecast for the current location

Updated location to only get a single location instead of continuously listening for location (and drain the battery)

Optimized code. Fixed NOAAWeather.Service to properly pass errors along the chain

Reorganized the crap out of the code to better match Clean Architecture
