Remove verbose debugging logs.

Set a timeout for privacy policy fetch.

Add --build-dir to upload, make it clear that it must be an absolute path.

When using aws-cli v2, use the legacy encoding behavior for lambda invokes.

Note that private Github/etc repositories are not supported for individual accounts.
