Shift from using Sequential network to Functional network definition of siamese network. For some reason newer versions of Keras do not provide output shape for uncompiled Sequential networks but it is still available for networks defined using the functional API.

Update pip before installing docs requirements

Remove imports of scipy from non-test files

Update Python version when building docs

Install tensorflow-cpu when building docs
