Update ToDo.md

Update with suggestions from Katarina Brlec (expand pymatgen compatibility and add ase dependency) and Joe Willis (remove LSUBROT default for vasp_std)

Thanks to Jiayi Cen for the suggestions! Latexify plot titles and return formation energy tables as dataframes.

Use VASP-recommended POTCAR set as default, save for the broken W_pv changed to W_sv

Look for transformation files in directory above, if not there at first.
