Update README.md

Updated the code a bit as well as adding a test class. In the README file there is a full description of the project.

This is how the project looks like so far. The WeatherForecastController from the dotnet template is replaced by PackageController containing all key functionalities handling Package objects.

Add project files.

Add .gitattributes, .gitignore, README.md, and LICENSE.txt.
