CIPB: relevance-gate the interim plan-branch main-merge + re-verify on whether main's advance intersects the plan's BUILD-INPUT CLOSURE — derived language-agnostically from the build itself (the files the project's own gate reads), NOT from per-language daemon adapters. Works for ANY language (Python, C, Ruby, Erlang, Go, Rust, …) with zero daemon changes. Defer irrelevant advances to the mandatory final re-verify; collapse the 16–29 per-plan re-merges. (#1194)
