* add better settings to ganache and bump the truffle version

Permissions on ganache file

* move the ganache script into a scripts dir, have it auto-create the directory, re-order the steps in the readme and make them more clear, remove the build dir from Git

* also re-build without truffle-migrate-off-chain

* remove truffle-migrate-off-chain until we work the bugs out of it and rely solely on truffle migrate with artifacts in the build directory (not so good)
