Upgrade platform target to Windows 10 19041 version. Upgrade to some DbgHelp version that I think matches 19041... Fix installer to add the props file for VS when only VS2019 is installed. Call QueryVirtualMemoryInformation instead of VirtualQuery for perf work-around
