feat: Adds labels to hcloud objects

feat(talos): Use the kubernetes endpoint instead of kube prism as cluster endpoint

fix(talos): Use alias IP in extra_host_entries if available

fix(cilium): It was not possible to create a healthy cluster with one control plane because cilium required at least two operator replicas on two different nodes.
