rewritten mostly the PCI driver to give support to the new '/proc/pci' file

fixed a long standing bug in data_proc_pid_cmdline() and data_proc_pid_environ() functions that led to the kernel panic

reclaim_siblings() now only gives it up if one of the siblings is locked, dirty buffers are synced before reusing them

included also the unknown PCI devices in the 'pci_device_table'

removed the unneeded data type 'long' from some declarations
