cleanup and re-organization of routes and handlers. now using generic /cmd/:command style with a generic command handler. spcific shorthand functionality (like /tail/f) will still be provided in a specific handler (like tailHandler)

streaming tail at /tail/f now works, as does plain old tail at /tail. Still need to handle actually passing a file to tail in from the request, for now it statically points to /tmp/test.txt
