Only process shared libraries for the current platform

Use wildcard matching for exclusions, add mingw libs to exclusions

Change to using MinGW objdump instead of MS dumpbin

Reduce the found search paths to non-local files

Capture the search paths where .so files were found in build, as a fallback if library path doesn't include them
