Refactor configuration and build of Chrono C# demos.

Ensure that the Chrono::Vehicle co-simulation framework does not use Chrono::Mumps, even if enabled.

Enable C++ language in chrono-config if not already done (to allow future use of other Chrono modules from C#)

Explicitly set HAVE_IRRKLANG to 'false' if not enabled in Chrono::Vehicle

Remove unused TBB option for Chrono::Multicore
