I fixed the "Manage Items" from disappearing.

I added 'Cancel' as an optional button to to 'Unregister All' action. It will stop the process, but not back out any unregistered items made already by the process

Added 'Yes To All' and 'No To All' to 'Unregister All' action. Cleaned up section on adding a period.

stop allowing negative budget and actual values and set budget values to be at least as high as the actual values for the same item
