Switch to std::filesystem::create_directories instead of homegrown createDirectoryTree

Ensure that PowerShell is only checked in cases where the config specifies that powershell scripts are used. Additionally, clean up the error handling path to only report error if RegCreateKeyEx returns an error other than ERROR_FILE_NOT_FOUND which is expected when the powershell feature has been turned off

Ensure that redirection locations have directory structure created upfront. For packages which disable AppData redirection the Packages\<PackageFamilyName>\LocalCache\Local folder will not exist yet and needs to be created.
