Modified function getTemplateList() to first check 'tiny.template_list_snippet'. If a snippet is named there, use the value returned by running that snippet instead of using 'tiny.template_list'.

Added 'setting_tiny.template_list_snippet' and 'setting_tiny.template_list_snippet_desc'.
