Correct VAT rounding to meet Belgian guidance. Eliminate Line-level TaxTotal & TaxCategory (also correcting UBL-CR-561 warning), leaving ClassifiedTaxCategory with Percent for the embedded Item. Validate BE company numbers & use fake ones with valid checksums for testing. Improve rounding (quantization) semantics.

Robustness. correctly round using required business rule. always use Decimal arithmetic from exact floats. use exceptions to signal errors, don't exit. enumerate limitations.
