Update import references

Include C_webpEncodeBGRX function. Remove libwebp-0.5.0 folder. Update config.

Add WebpEncodeBGRX and WebpEncodeBGRA functions to capi. Use slide header trick to grab output of encoder. Add these functions to the libwebp library
