Fix bug. Adding a better message when adding a dictionary. Reference files now write 16 digits

Updating the BaseRegTest class to use the builtin numpy assertion which directly supports relative and absolute tolerances. This function provides better fail messages. Optional message can be added by the user to give an idea where exactly within the test its failing
