exposing methods to allow the filter and blur ratio to be changed for the resizeImage method

updating constructor to allow either a path or an Imagick instance. Also make setImage return 'this', so that calls can be chained.

fixing getSpecialOffset call so that it uses targetWidth and targetHeight again
