Fix Flyway migration not running at startup with Spring Boot 4.x

small fixes.

remove compiler warning on kotest experimental features. remove unneeded type cast.

Upgrade Kotest from 5.7.2 to 6.1.3 and migrate data-driven tests

bump mockk to 1.14.9
