Add missing UE_INLINE_GENERATED_CPP_BY_NAME

Add aditional test infrastructure

Load configured RuleRanger configs before project rule traversal and skip invalid entries with an error log. Move the shared project rule application and result aggregation flow into ExecuteProjectRulesForConfigs so callers can reuse the commandlet execution path with an explicit config list.

Handle invalid content root

Ensure delegates are cleared if module has already been unloaded
