Fix Python 3 compatibility issues

Fall back to use own protobuf if PyCaffe import fails due to error

Change the PyCaffe not found message from WARN to INFO

Add option to just use 'SAME' padding instead of using the exact Caffe padding

Only support Caffe padding, and don't use 'SAME'
