Added ruby setup notes for newbies and note on postgresql config

Comment out hiring attrib (obsolete) and image setter (avoid http errors during bootstrap)

Create United States country and Colorado state during bootstrap

Crunchbase no longer works due to api change. Removed from deps and init to allow build.

Require ruby 1.9.3 any patchlevel, to match Gemfile
